Karin Täär is the head of legal at Elering (the Estonian transmission system operator for electricity and gas). She is the inhouse team lead for all international arbitral proceedings. Kerli Veski is Undersecretary for Legal and Consular affairs at the Ministry of Foreign Affairs of Estonia.

Ms Veski has been in Estonian foreign service since 2000. She has over 20 years of experience in diplomacy and international relations and extensive knowledge in public international law, including state responsibility, accountability for international crimes and international law in cyberspace, consular and diplomatic law.

Ms Veski is vice-chair of the Committee of Legal Advisers on Public International Law (CAHDI) at the Council of Europe and the state agent for the International Court of Justice.

Mr. Stefan Marc Kuuskne, Q.Arb, is a dual qualified (New York/Ontario) international arbitration specialist practicing investor-state arbitration and international commercial arbitration on behalf of the Government of Canada. He represents the State in international arbitral and court proceedings and has sat as the appointed Co-Chair of the Private Commercial Disputes Committee under the Canada-United States-Mexico Free Trade Agreement. He also advises the government on the negotiation of multilateral and bilateral investment protection and trade agreements. Prior to his work for Canada, Mr. Kuuskne was a Legal Officer at the United Nations Office of Legal Affairs in New York, where he worked with the Division for Ocean Affairs and the Law of the Sea, including on the negotiation of the recently concluded High Seas Treaty. He is a former associate of Shearman & Sterling LLP (New York/Paris) and holds a Master’s degree from the Graduate Institute of International Studies in Geneva, Switzerland. He has Estonian heritage and speaks Estonian.

Tim Williams

Tim Williams is an English solicitor and Senior Counsel at Wärtsilä Energy in Helsinki, Finland: Wärtsilä designs, engineers, installs and operates power generation and energy storage projects around the world on an equipment supply or EPC basis to utilities, IPPs and industrials. Tim is global lead for conflict prevention and dispute resolution with a particular focus on large scale disputes, which are typically resolved by ADR - such as mediation, adjudication and determination - or international commercial arbitration. Tim holds an LLB from the University of Southampton, an MBA from the Helsinki School of Economics, and he is an accredited mediator with CEDR London.
